Call for proposals 2026 - Supporting the implementation of the Adaptation to Climate Change Mission (HORIZON-MISS-2026-1)

Objectives
 The EU Mission on Adaptation to Climate Change supports at least 150 regions and local authorities to become climate-resilient by 2030, within the broader goal for the EU to become climate resilient by 2050. The Mission aims to prioritise less developed regional and local authorities that are more vulnerable to climate impacts and have low adaptive capacity, and it fosters the sharing of experiences and lessons learnt through the Mission Implementation Platform and its Community of Practice. This call supports multi-level governance and practical delivery by connecting the national level with engaged regional and local levels via National Adaptation Hubs, and by ensuring continuity and cooperation with the Mission Implementation Platform through structured collaboration (including formalised cooperation arrangements). It also focuses on ensuring that actionable solutions developed in the context of the Mission (and beyond) are actively brought to the knowledge and made available to regions and local authorities, including through a detailed inventory of adaptation solutions that enables them to implement and replicate solutions, and that includes information on cost-effectiveness, financing, barriers and enablers.

In addition, the call addresses the need for more consistent, usable climate services by standardising and supporting climate services for climate adaptation, and strengthens coherence between policy and practice by bridging the gap between disaster risk management and climate adaptation. Demonstration and uptake are supported through dedicated actions to protect and preserve cultural heritage from the impacts of climate change and to improve climate resilience of navigable inland waterways, their surroundings and related water infrastructure. Finally, the call tackles a key bottleneck for scaling local adaptation by supporting financing of local adaptation actions with a combination of public funding and private financing, helping mobilise relevant actors — including industry, investors, civil society and citizens — to accelerate transformation towards a fair and climate-resilient society that leaves no-one behind.
