Call for proposals 2025 - Supporting the implementation of the Climate-Neutral and Smart Cities Mission (HORIZON-MISS-2025-04)

Objectives
The 2025 Work Programme for the 100 Climate-Neutral and Smart Cities Mission provides strong, direct support to cities that have committed to become climate-neutral by 2030. It aims to turn those frontrunners into experimentation and innovation hubs for all European cities striving for neutrality by 2050. Funded actions will accelerate cities’ green and digital transformation, delivering co-benefits such as improved air quality, sustainable mobility, urban greening, efficient resource use and better waste- and water-management.

The call mobilises €41 million across two Innovation Actions that (i) couple industrial circularity with deep greenhouse-gas mitigation and (ii) deploy AI-based solutions for urban planning and management. Proposals must embed the principles of the Cities Mission, fit within a holistic, cross-sectoral roadmap to climate-neutrality and demonstrate collaboration with the Mission Platform. Expected impacts include higher capacity of Mission cities to implement their Climate City Contracts, faster uptake of systemic clean-tech solutions, stronger citizen engagement—especially of vulnerable groups—and wider use of open data standards. Ultimately, funded projects will pool city demand, create scalable markets for industry and investors, and reinforce Europe’s competitiveness while ensuring inclusive, climate-neutral urban futures.
