Call for proposals 2025 - Supporting the implementation of the Adaptation to Climate Change Mission (HORIZON-MISS-2025-01)

Objectives
This call mobilises EUR 113.65 million to accelerate the EU Mission on Adaptation to Climate Change. It pursues three intertwined strands: (i) helping regional and local authorities understand their current and future climate risks, (ii) supporting at least 150 authorities to design robust adaptation pathways and action plans, and (iii) demonstrating systemic, place-based solutions that strengthen climate resilience in hotspots such as coastal zones, extreme-heat-prone urban areas and vulnerable public buildings. Actions must mainstream and refine the open-source multi-risk assessment framework and toolbox delivered by earlier Mission projects, ensure wide citizen and stakeholder engagement, provide significant cascade funding for regions and cities and foster knowledge circulation through Mission National Hubs and the Mission Implementation Platform.

Outcomes foreseen include harmonised, data-rich risk assessments; actionable, costed adaptation plans backed by investment roadmaps; large-scale demonstrations delivering technological, nature-based and socio-economic solutions; and evidence on private-sector incentives for adaptation finance. By 2030 the call is expected to enlarge the portfolio of proven adaptation solutions, narrow resilience gaps between territories and contribute to reaching the Mission’s target of at least 150 climate-resilient regions and local authorities.
